Starter, Unlimited and Agency Pro explained in plain terms, plus the SMS, email, AI and A2P charges on top, worked out at 10, 25 and 50 client accounts.
GoHighLevel lists three agency plans: Starter at $97 a month, Unlimited at $297 and Agency Pro at $497. Those prices are correct, but an agency rarely ends up paying just that. Texts, emails, phone numbers and AI are charged on top from a prepaid wallet, and each client business that texts US numbers needs its own A2P 10DLC registration. This guide explains what each plan includes, adds up the real monthly cost at 10, 25 and 50 clients, and covers other ways to resell websites and a CRM under your own brand. Prices are in US dollars, at the time of writing (October 2026).

HighLevel, the company behind GoHighLevel, sells three self-serve plans plus an Enterprise tier with custom pricing. Every plan includes unlimited contacts and users and a 14-day free trial. Yearly billing costs ten times the monthly price, so you get about two months free.
| Plan | Monthly | Yearly | Client sub-accounts | Usage rebilling | Main additions |
|---|---|---|---|---|---|
| Starter | $97 | $970 | Up to 3 | Not included | Core CRM, funnels, websites and automations |
| Unlimited | $297 | $2,970 | Unlimited | Phone and email, at cost | Basic API access |
| Agency Pro | $497 | $4,970 | Unlimited | Phone and email, with your markup | SaaS mode, automatic sub-account creation, advanced API, user reporting |
A sub-account is one client's workspace: their contacts, pipeline, calendars, funnels, website and phone number. Ten clients means ten sub-accounts.
HighLevel says you can white-label the desktop web app so clients see your logo. A white-label mobile app is a separate add-on at $497 a month, and only Enterprise includes it. Other paid add-ons include HIPAA compliance at $297 a month, premium support at $500 a month, and WhatsApp at $10 a month per sub-account plus message charges.
Starter caps you at three sub-accounts. When you sign a fourth client you have to move to Unlimited, which roughly triples the subscription.
Starter also does not include rebilling. Your clients' texts, emails and AI usage still come out of your wallet, but HighLevel will not charge them to each client's card for you. You top up the wallet and invoice each client yourself. That is manageable with two clients and tedious with more.
Starter makes sense if you:
Unlimited removes the sub-account cap. It also lets you rebill phone and email usage to each client at cost, so a client's texting bill goes on their card rather than yours. Most agencies with more than three clients end up on this plan.
Agency Pro adds what HighLevel calls SaaS mode, the tools for selling GoHighLevel as your own software:
A simple test: if you plan to sell software subscriptions, Agency Pro is worth it. If you charge a monthly retainer and do the work yourself, with the software included in your service, Unlimited is usually enough. Our guide to GoHighLevel SaaS mode alternatives covers other ways to run that resale model.

Every account has a wallet. When the balance drops below a level you set, HighLevel charges your card to top it up. Texts, emails, calls and AI are deducted as they are used. The plan fee pays for the software and the wallet pays for what you send. HighLevel's published US and Canada rates at the time of writing:
Texts to other countries are charged at Twilio's rate for each country, and those rates vary widely. Check the rate for each client's country before you promise unlimited texts in a package.
None of these rates is unreasonable. The catch is that they grow with each client's activity, not with your plan. A client who sends 30,000 text segments in a month spends about $360 on texting alone, which is more than the Unlimited plan fee.
If a client texts customers in the United States from an ordinary 10-digit number, US carriers require A2P 10DLC registration. The business registers who it is (the brand) and what it texts about (the campaign). The number has to be linked to an approved campaign before it can send.
The brand is the client's legal business identity, so each client business that texts US numbers registers separately. Your agency's own registration does not cover them. HighLevel's published fees at the time of writing:
| Registration type | One-time fee | Monthly campaign fee |
|---|---|---|
| Sole proprietor | $22.50 | Up to $2.10 |
| Low volume standard | $22.50 | $1.50 to $10.50 |
| High volume standard | $64.00 | $10.50 |
The one-time fees include a $3 fast-track charge that is not refunded. Both fees start when a campaign is submitted, whether or not it is approved. Fixing and resubmitting a rejected campaign has been free since February 2026. When rebilling is switched on, HighLevel adds 5% to pass-through charges such as A2P and carrier fees.
Approval is not instant, so start registration at the beginning of client onboarding, not on the day a campaign is due to go out. A2P 10DLC does not apply to clients in the UK, Europe, India or Brazil who only text local customers, but country rates and local sender rules do.
To put real numbers on this, assume each client is a typical local service business, such as a clinic, contractor or salon, with steady activity each month:
That is about $27 per client per month before calls and AI. With the plan fee on monthly billing:
| Clients | Unlimited total | Per client | Agency Pro total | Per client |
|---|---|---|---|---|
| 10 | $567 | about $57 | $767 | about $77 |
| 25 | $972 | about $39 | $1,172 | about $47 |
| 50 | $1,647 | about $33 | $1,847 | about $37 |
Starter is not in the table because it stops at three sub-accounts. Three clients on Starter come to about $178 a month ($97 plus $81 of usage), and you invoice the usage yourself.
Then add the parts that vary most:
Yearly billing cuts the plan fee to about $247.50 a month on Unlimited and $414 on Agency Pro, which saves $594 and $994 a year.
Two things soften these totals. On Unlimited and Agency Pro, usage can go straight to each client's card, so the $27 does not have to come out of your margin. On Agency Pro, a markup can also pay for the upgrade: at 50 clients using $27 each, a 15% markup brings in about $200 a month, roughly the difference between the two plans.
GoHighLevel is the stronger choice when texting, calling, pipelines and long automation sequences are the core of what you sell. It has a large supply of ready-made account templates (called snapshots), plus plenty of consultants and tutorials. Once you know the platform, that makes onboarding new clients faster. The downsides reviewers mention most are the learning curve and a bill that changes every month.
Some clients mainly need a good website, somewhere for enquiries to land and a simple pipeline, not heavy SMS marketing. If that describes most of yours, price other platforms first. Our list of GoHighLevel alternatives covers more options, but these are the ones agencies compare most:
This is how the WebNewBiz white-label website builder for agencies works. Your name, logo, colours and favicon go on the dashboard, which runs on your own domain such as app.youragency.com. The login page, invites, emails and invoice PDFs carry your brand too, and emails can go out through your own SMTP. You create client accounts and put each on a plan with limits (websites, team members, features). Then you either log in as the client to do the work or let them run it themselves.
Every client site is built the same way: describe the business, the AI drafts the pages and copy, and you edit by chatting. You sell at your own prices, with your own packages (monthly, yearly, one-off or free, with an optional setup fee, in several currencies). You also get your own storefront page and connect your own Stripe or PayPal account, so client payments go to you. Website enquiries land in the client's CRM and store buyers become contacts. The CRM includes an AI funnel builder with 26 templates. Our white-label CRM for agencies guide covers that side.
The honest limits: WebNewBiz is younger and smaller than the agency programmes from GoHighLevel, Duda or Webflow, with a much smaller app ecosystem and community. Two-way texting is available on the top plan, but it is not built for high-volume SMS marketing sequences. If text campaigns are your main product, GoHighLevel is the better fit. Each AI first draft still needs the client's own photos and facts. There is also no public agency price list: pricing is quoted after a short conversation.
